For the past year,Ive been wearing neoprene {wetsuit material} shorts and backbrace during aerobic activity.It causes definite more sweating and water loss,but does it make me burn more fat and calories?

My dad says it builds muscle and stuff. Is weight training (machines and free weights) imperative to any exercise regimen?
For the record, I used to be able to struggle lifting heavy stuff around 30 lbs.; now I can lift 30-35 lbs. with ease.

I have hit a plateau in my weight loss–I was doing vigorous aerobic exercise for 45-60mn 6-7 days per week. I would like to switch to doing more toning-type exercises.
